Cracked case mouths indicate work hardened cases. Cracks shouldn't be seen in a second load. Anneal the rest of your cases to start. Put 'em in a pan of water up to just below the shoulder, heat the necks and shoulders with a regular propane torch until the brass changes colour and tip 'em over. Dry 'em on a cookie sheet in your oven set on the lowest setting. About 15 to 20 minutes will do. Remember the ovens mitts when you take 'em out. Fingers getting burnt is only funny when it happens to somebody else.
Blowing primers is an excess pressure indicator.
Alliant gives 90 grains as the max load of RL 22 for a 180 grain bullet. So it's not the powder charge. How are you charging the cases? Either your scale or powder thrower is screwy. You might be thinking it's giving 87.0, but it's not.
It's best to carefully weigh each charge when working up loads.
