A revolver cylinder likely requires its own export permit from the US as a major firearm component. Check any cylinder from Numrich Gun Parts and see if they will export it. In my experience, Numrich will sell any parts that qualify for the $500 exemption from obtaining an export permit. Each individual export permit has a $200 fee to the State Department IIRC.

There is also a maximum you can import over the year so even if individual imports are less than 500 you can still hit the cap over the year
