I suspect that the Hi Point carbine was viewed as the sort of gun to be discouraged and something had to be done before there was a batch of them on the market.

The HI-Point should be the perfect gun for up there. It won't take hi-cap magazines as I don't think they exist, it's cheap, and it's well, cheap

Seems the Canadian system wants gun ownership to be expensive. Some dealers for that matter as well.
