I just received a BHP (surplus) and trying to figure out if the mags are supposed to drop free ?

I have read they should and I have read that they should not.

Whats the story on this ?

Mags seem to stick going in & out.....

I'm gonna try to take off the grips and a few simple things to see if that changes things.....

They don’t drop well if the mag disconnector is still installed. But they are smoother and do drop when the disconnect safety is removed.
I currently have 2 BHPs. The one with the mag disconnector in place won’t drop mags freely, even with the spring loaded mags. My other one which arrived today has no disconnect Safety and it drops fine.

This - it's considered a "feature" in an infantry pistol to stop you from losing the mag inadvertently. Which doesn't really make sense with the mag safety, but since the gun was designed in the 1930's, they really weren't anticipating the kind of shooting we do today. The Israeli HP's I've seen look a little rough on the outside, but they pretty much look mint on the inside.

Later-production magazines included a 'mousetrap' spring, on the bottom of them, to facilitate ejection.
