It would certainly imply that to someone who didn't know any better. A more accurate statement would be that breech loaders (both single shot and repeating) tilted the firepower balance more in favour of the whites, compared with much slower firing muzzleloaders.
The Sharps rifle played a greater role in the slaughter of the buffalo herds than in fighting Indians directly. The paragraph is poorly written; it seems to discuss the slaughter of the buffalo at one point ("...which made it profitable for men like Buffalo Bill to massacre the great herds") and fighting against the Indians ("countering the Commanches' once superior weaponry") at another.
