So if i through a lower on the bottom, and in semi-auto only would i then be able to bring it over the boarder after registering and everything else?
Only if you use a licensed exporter, and ONLY if the US State Department accepts the export request.
No matter how much you want to, its illegal to just take a gun (or gun part) you bought in the US into Canada. Now if its really worth the risk to you, you could always try and sneak it in, but this is HIGHLY dangerous and could result in jail time if you are caught at the US border.
Like I said, ANY rifle with a barrel under 16 inches is considered to be an NFA Item in the Unites States, and prohibited for export.
The ONLY way to do it, would be to get a PISTOL registered lower (I think Rock River Arms does this?) and put the 10.5" 416 upper onto the pistol lower. IF it arrives in Canada you can put it onto any lower your heart desires, BUT, I would be very doubtful that the US State Department would consider the request.
HOWEVER, there's really no way for them to know there is a 416 upper on it, unless its inspected in some way.... For example, Questar got or has some RRA Pistol AR15's. You could also try and bring your own into the USA (with proper registration. Takes a few months, and im not sure if an M4-pistol would be okayed for import back into the USA) and put the 416 upper on it in the USA, then bring it back when you come back. You would lose your existing upper though. Just make sure its a PISTOL registered lower, since you cant bring a short barreled rifle back. Even rifle barrels under 16" (by themselves) are no-go.
But the pistol lower is your only option for getting a short barreled rifle in. Unless you weld or blind-pin and weld a 6 inch flash hider or barrel extension on, but the pistol method would be the easiest route.
You would also need to make sure that the flash suppressor is a "muzzle brake" and there are no other prohibited-for-export items on it.
In any case, the costs for doing all this stuff is going to be much less than just buying an MR223, but what the heck, I dont think anybody's tried the "Pistol Lower" route before.
