Thread should be 15 x 1 metric, right-hand thread. To outer diameter is 15mm before the thread is cut. The threading is likely 12 mm long. The step goes out to 16 mm in diameter, and is likely 10 mm long, as the inner depth of the muzzle device from the muzzle to the end (so, from the crown of the barrel to the end of the muzzle device that is closer to the receiver when the firearm is in use) is 22 mm long. After this 22 mm long section you can do whatever you want with the profile.
The HK 416 muzzle device is a slightly elongated adaptation on the G3 muzzle device but is fixed in place with a crush washer instead of a spring-and-splines mechanism.
Perhaps the muzzle end of the barrel profile on this post (scroll to the very bottom of it) will help explain things?
