Based on a search of the Ottawa Citizen (yes I know it's out of date) there are 50 odd restricted ones on Ottawa.

I'd only ask the CFC a question after exhausting EVERY other option. No sense making them wonder what you're up to.

cfc is the rcmp, so they could have talked to someone and they leaned on the police force selling the weapons to not sell. we all know the cfc isnt there to help us gt cool stuff, its there to get in the way
