Well that's a good of guess as I had Seems the bottom section is full of something and yet it has a drain hole in it like a holster!!

Looks like it might be a LE Cavalry carbine holster but I could also be out to lunch

I thought that as well or even a flag pole holder, but why would it have straps at the top?

Given the size, 12" long and 2" in diameter believe it is a holder for a fox hunting horn and not at all military issue. The two loops on the flap part are where the billets on the saddle go through and the strap around the top would attach to a ring or "D" on the saddle. That would place it just forward of your knee and right beside your hand when riding. it might also be a holder for a flask, but the shape is right for a horn.

The horn holders I have seen were larger, but you may be correct.
