Holder ??? Need help with ID

Given the size, 12" long and 2" in diameter believe it is a holder for a fox hunting horn and not at all military issue. The two loops on the flap part are where the billets on the saddle go through and the strap around the top would attach to a ring or "D" on the saddle. That would place it just forward of your knee and right beside your hand when riding. it might also be a holder for a flask, but the shape is right for a horn.
