1, who has concealed carry holsters available for sale to the public?
2, Which holster would you recommend? considering user comfort and ease of concealment

Another note would be that it's for use mostly without an overcoat, and a tucked in shirt.

Thanks I appreciate all your input.

Rampart international carries the G-Code incog. Not sure you'll be able to find much that doesn't print with a tucked in shirt and no overcoat.... Unless you were thinking of something that goes around your ankle. Iwb not much will fit your bill

Moot in Canada, since you will not get a permit, but all holsters can be used for CCW. There are no laws about buying 'em either. You may or may not find any other than IPSC/IDPA game paying holsters in TO though. Haven't bought any holster for eons as I make my own.
Comfort and concealment will depend on the firearm and the quality of your belt. The no jacket and tucked in short limits your options too.
Your ankle is a really daft place for a handgun. Hard to get at quickly and limits the size of the firearm.

I know the tucked in shirt and no jacket will limit available options, and wearing an ankle holster is not an opinion. I should also clarify that it will NOT be for use in Canada.

I have a Raven OWB holster that is very nice and perfect fit. Really the only difference between that and the IWB is how it's mounted, so I would imagine that they are just as good.

In addition to Raven, check out Comp-tac. They have tuckable holsters for most popular guns. and their kydex is a but thinner than most so it is slightly more flexible making it a bit more comfortable when worn IWB. ALso, for what it's worth, Comp-tac's kydex reinforced gun belts are the best I've worn. well worth looking at as well!
