Helping a buddy build a ar15 from 80% forging.

can someone step by step me thru the process that needs to be done to keep everything legal please....

I think that you can go online and register it from there. You would have to have it verified first as to action type, caliber etc. because that question appear on the online form.
In my case I registered an existing muzzle loader that I had built and listed myself as the maker. A few days later I got a call from the CFC and was told that it had to be listed as homemade unless I had a gunmaker's license (which costs $1000 per year regardless of how many you build. No expertise is required for the license only cash)
