You are refering to a ERBB projectile (extanded range base bleed)... The "cup" contains a pyrotechnic compound that produces gases while burning and that gas fills the area of low pressure that normally forms behind the shell. It does not create a vacuum, it prevents a vacuum from forming, thus reducing drag...That desing is a canadian invention by Gerald Bull!

...Which would have been cool enough, but is now even cooler because they crony'd it at 1.6 times the speed of light, and made Einstein roll over in his grave.

I have a huge feeling its factory produced 6.5 SAUM 4S desgined by George Gardner of GA precision. His facebook was blowing up all summer about him being talks with a company to mass produce the stuff and people were testing head stamped brass from somewhere instead of necking down, so good chance it might be that since his facebook page has been dead silent for the last month. I mean I am hoping this is what it is, even though I don't own one, yet... Anyways my money is on that.

I would tend to agree with you.
 
Come to think of it, I would almost put money on that since George Gardner posted the Hornady video on his facebook a couple of weeks back when it first came out, so if it isn't the 6.5 SAUM I don't know what else he has been working on with them or why he would post a piece of promotion like that.

New line of Hornady bullet with the first one released but not available a 6.5mm bullet. Mr. Gardner was using them hunting but never posted the caliber.
