Same stuff as cci sv same bullet, same powder, same charge.
I’m guessing a lot to lot issue. I’ve had certain lots of sv not perform as well as others. I don’t doubt it’s factory seconds of some sort. The reason I say the same is when pulled apart, the components weigh the same and look the same. Maybe it’s made on a different factory line? I dunno, but I’d bet it’s the same factory.The "same", but oddly...nowhere as accurate as SV in any of my rifles. I really like Hornady products, but this ammo is among the worst I've tried. I don't doubt for a second it's manufactured by CCI to specs that nearly mirror the SV...but accuracy-wise? Not even close to SV. I bought 4 boxes of it the first time I saw it for sale, and have now run it through every 22 I own. I won't be buying it again.

Aren't some lots of CCI SV made by the Federal plant these days?
Their blazer was made by federal for a few years when .22lr ammo was almost non existent ... but i recently got some blazers and they are made by CCI again
