I did some digging and if I am correct you are thinking of dummy rounds. They have no live primer and have no powder. they come with plastic bullets and you can get them in different colors .. like bright orange or yellow (so they are easy to find). They are strickly used for training so can ensure proper handling and function of a firearm. With no round in firearm the firing pin can become damaged if fired (trigger is pulled when coked).
Tracers are illegal for civilian use. Dummy rounds are not intended to be reloaded ..for the bullet never leaves the case (for the are not live shells).
Cabelas, wholesale sports, etc carry them
in responce to my original quote ... by training round you are meaning tracer bullets and NOT dummy rounds (which are also referred to as training rounds).
It is possible i was incorrect in stating that tracer bullets are illegal for civilian use but would need to some digging on that ... but I am pretty sure you can not hunt with them .. but would have to verify through the CCC or Firearms Acts & reg's.

Tracers and not training rounds. They let you adjust your fire direction day/night on sustained or rapid fire. They are also use sometimes as the 3-4 last rounds in a mag to let you know that you are going empty.
Dry firing will not damage the firing pin. Perhaps a .22 will be damage. How is that all the people doing dry firing practices have perfectly functioning firearms?
Training rounds are either cheap 55 fmj's or dummy ( snap caps ).
I know Hornady is introducing a new line of training rounds. Bulk 55 grainers with a steel case ( laquered ). Non reloadable. Cheap Russian style cases/primers and cheap USA made bullets and powders.
