Looking at the little booklet that comes with Lee presses and stuff, I think they just use Hodgdon data.
 
Once upon a time we used to get a starting load from some loading chart. Then we worked up from there in our rifle, one grain at a time. When we got pressure signs we didn't like, we dropped back a grain, or so, and that was our load for our rifle. We may have been under, or quite often over, what the loading book said was max.
But who cared? We had a safe load in our rifle.
