Hot brass tearing into my Ruger PC9 Magpul backpacker stock

If the chamber is sticky the extractor will need to pull on the case, mostly I'm not sure if I have had 9mm cases left behind in any of my Carbine's. it's usually been .22lr's that do that....
Yeah that tapered 9mm case has a lot in its favour, extraction wise.
 
Another really good practice is to polish any feed ramps and/or chamfered chambers. Some flitz, a Dremel, and a soft polishing head help a bit with feeding issues ... I polish every single feed ramp on every gun I own as a rule/best practice.

Good call. There's little reason not to do this. Just don't go too far with that chamfer on the chamber mouth, right? ;)

Ever try polishing the inside of the chamber? This often completely solves extraction problems common on shotguns. I've never thought about trying it on a straight blowback firearm (none of mine have ever had extraction problems).

Having shot a friend's PCC, I think the stovepipe issue has to do with the stiff recoil spring and heavy bolt. The bolt doesn't blowback far enough, it travels back far enough to pick up a fresh round, but it catches the empty brass as the bolt travels forward. I was shooting 90-95% powder, target loads. Try full power loads, or heavy bullets (124 grain instead of 115 grain), even +P loads if you can find them, so the bolt travels all the way back, until your PCC is broken in. This theory is supported by the fact that the bolt doesn't lock open on the last shot.
