Just contacted the relevant authorities, and now I'm all setup to order black powder to the border.

The personal limit is 8kg's just like smokeless, which is good, cause I'm tired of payin 25 bucks a pound for goex, I'd rather order 25lb lot for 12 bucks per pound with hazmat and shipping down to my local border store.!!!

Oh, and before you guys point out my foolishness, as 25lbs>8Kg's I specifically asked, and the personal exemption is PER PERSON, not per vehicle!

Really? Because as far as I'm reading the BATF regulations, ammunition for obsolete/antique firearms doesn't require an export permit, and a propellant is considered ammunition.

I'll call them just to make certain though.

That is because the BATF is only responsible for domestic sales and imports. The Dept of State does exports. Have you asked the BATF whether a foreigner can take possession of class 1.1D explosives in the US? That will be your first problem.
 
I don't believe that Higginson or Ammo mart carry black powder, and for us users of the "one true way" finding black powder to buy is a pain in the a%s.
