how can i measure BP without the tool?

No experience with American pioneer but as far as using Pyrodex Select or RS I have never had an ignition issue. Would like to use black and have years ago just hard to find.

it works in cap locks and inlines but in a flintlock it would never work unless it has a small charge of real BP under the pyrodex and real BP in the pan
 
Better check that with a scale. I just weighed R-P case filled level/full of 2Fg GOEX and it weighed 75 gr. A WW case would hold more.

However 5 grains one way or the other won't make a hill of beans difference as long as you use the same case every time
If a person wanted to get that technical and precise for target matches a scale would be called for and a measure either made up or an adjustable one used.
The OP was asking on how to gauge a load without a scale, and it would not surporise me to find a 5 grains variance in the same brand of a pack of 50 cases.
