Just got my RPAL a few days ago and have a handgun ordered from Tradeex, it's been awhile since I heard anything from Tradeex if the order has shipped or not. I've been reading on forums and it seems like some CFO's dont approve the transfer until I have a ATT or something? I know there's a form you can fill out on the RCMP website but it asks for gun registration numbers and stuff and I don't even own a restricted firearm yet. Do I just call them and ask for one?

The way the Firearms Act is now (most recently amended at the end of the sitting of the previous Federal Government), if your CFO approves the Transfer of your new handgun, you will have Conditions of Transport attached to your Licence automatically: from the home address in the Registry to any approved range within your Province, to a gunsmith, gun show, border crossing, and back, by a reasonably direct route. Also from the store home (if you're transporting it yourself in this case).

It is likely that approval of the Transfer will be put on hold, pending your CFO's decision that you have a legitimate reason to Possess a Restricted firearm. In most cases this is satisfied with proof of membership in a target shooting club. If you have such a membership, try calling the CFO, direct or through the 1-800-731-4000 CFP number, and ask how you can submit proof of that (FAX, e-mail, in person). They will send a letter, but you can speed things up by checking in. If you're not going with a membership, try saying you're still considering which club to join, or find some other way to convince the CFO. You can run into varying levels of resistance with this route…

You *can* apply for an ATT the old way, but the various CFOs won't tend to issue them if they would duplicate the type given as Conditions of the PAL. If you have special circumstances not covered by the automatic ATT, such as a regular out-of-Province range, summer home, whatever, you need to speak to your CFO's office and give details.

If it is your first handgun it may take a bit longer. In ontario dealer sale takes from 3 days to one week to be approved by CFO. Private sale up to a month. Also you do not need an ATT. Now they are attached as a condition to your license but also Tradex Will ship to your door so no transport required. Best call or email tradex and ask how the transfer is coming along. If they call the CFO they cal gently persuade them to get it done as customer is waiting. good luck.
