How do I join IPSC Alberta?

I am not sure if it is just me or what, but how do I join IPSC? I've taken my Black Badge, and was told I need to join IPSC alberta...

But going to their site I can not figure out how to join.

http://www.ipscalberta.com/membership.asp seems like it should be the place, but it is blank for me.

Anyone able to help?
