How do we insure that Black Badge Instructors are not teaching bad habits?

What about the bad habits some teach in the black badge course

Good question. Since ever province does things differently there is no easy answer. Market conditions wouldn't help since the old saying "a one eyed man is king in the land of the blind" does apply when you have a newbie who is looking to his instructor to provide good training. Besides there is not an over abundance of BB instructors that people have the option to “shop” BB instructors.

Most sections only make sure that their BB instructors are turning out safe students.

The Black Badge course is primarily a safety course, to ensure that the students can safely negotiate matches. There is generally not enough time to teach someone to shoot. If you do not already have the basic skills of being able to call your shots and place an accurate shot on paper (as Mobile described) then the time normally spent ingraining safety is instead spent coaching on basic shooting.
Once upon a time most people who got into IPSC had been shooting awhile before taking it up. More and more we see folks going right from their basic safety course (club level) to the BB course.
If an instructor is teaching bad safety habits, then there is a problem that needs to be fixed. If the instructor is not a top level shooter and does not teach good shooting technique, thats something that can be fixed later if the student is inclined to become competitive.
Most are happy sitting at their current skill level and shooting for fun. Others will seek out the top shooters and either ask for help or take an advanced course.

I would agree with you that the BB course is primary a safety course, however what do we spend most of the first day teaching? Grip and stance, basic shooting positions. Ok I am exaggerating a bit cause we do teach how to draw, change mags and strong/weak hand shooting.

They should teach like how SAS instructors teach. Safe Affective and Safe.
