How do you block a 12 round magazine down to 10?

Need your advise gentlemen.

What is the "acceptable" (Canadian government definition) way of limiting a 12 round pistol magazine down to 10 rounds?

Would a pop rivet suffice, as in rifle magazines? Pop rivet may not work due to magwell clearance constraints.
