A heavy barreled bolt rifle with quality ammo is always going to get you into the sub-MOA realm quicker than an M14/Garand type. The we come to the old 3 legged stool for accuracy; rifle, ammo quality and shooter proficiency. I've never met any MILSURP 7.62 ammo that is predictably sub-MOA capable. I've been rewarded by the Gods of random bullet dispersion a number of times, but it just isn't in MILSURP ammo. But half the fun is in trying.

Absolutely.
The best 7.62x51 surplus I've ever encountered was DA and only certain lots shot in custom target rifles. 1 MOA. Same ammo in my M1A SM was 2 MOA.
The most accurate 7.62x39 surplus ammo was some Norinco Lot#74 that averaged 1.262" out of my Rem 700 test gun. You can always double that in the best semi's.
In all cases, accuracy comes at a premium. Cheap shortcuts? We are all looking for them!
Use to own a Hart barreled M1A Supermatch. Yep, it was sub MOA with match ammo, but are you going to blast surplus through it?
After awhile the gun became a safe queen. It's a heavy, accurate gun with nowhere to go except a competition.
I have a Hart barreled Super in a McMillan stock. Sits at the back of the safe. JRA goes almost every outing.
Im no marks man by any means but i can hit 11 x 17 paper targets with my sks at 200 yards with surplus ammo. No bullseye unless its a fluke as the target is covered by the sight. I have the $$$$+ bolt action guns and there accurate but there's more fun in earning something than buying it.
