How to adjust rear sight on SMLE No.1 MkIII?

The rear sight is adjustable for elevation only. Windage is done by moving the front sight in the opposite direction you want the group to go.
To move the rear sight, push in on the button on the side and move the sight. It is entirely possible that it has become rusted in place.

some were pinned

but some just need a good cleaning, clean it and see if its pinned.

Where would it be pinned, I can't see anything, maybe i am just not looking at the right place. Could be that it is just rusted and I am out of luck.

There is a windage adjustment knob at the aperture? If won't adjust, it could be seized, pinned or staked. If you use force something will fail. Look for the reason the knob won't turn. You should be able to press the release button and slide the elevation adjustment along the sight.

Yes there were many rear sights for #1's that were windage adjustable. I have some with a knurled knob for the adjusting and one that requires a flat screwdriver.
They are popular as long as they work properly.

To find the pin, look UNDER the sight. If it is pinned, it will be in the centre, between the sliding and the fixed part of the windage section. The pin will be SMALL. Many years ago I managed to twist off a windage knob because I didn't know that.
I suppose one could drill out the pin with the proper equipment.
