3 to $500 depending on what you want. I have a medium 12" barrel that was a 15" skinny barrel and it costed me a little over $300. The same company that did mine also has custom heavy barrels that require custom gas block and piston for $500. The company I went to was Dlask.

so basically get a new cz?
since its going to stay restricted is it cheaper to have the barrel cut down?

To cut down the barrel on an already restricted VZ58 would be easy in theory since the gunsmith wouldn't even need to take it off. That being said, I would do some research to see if that will affect the reliability of the gas system.
I'm no expert on the VZ58 but I would imagine that the dynamics of the gas system would be affected somewhat, since you're changing the blow back pressures.
I think there is some formula for the barrel length to gas system length ratio...
I noticed that the factory short VZ58s have a much shorter gas assembly.

i have a restricted 15 inch barreled cz 858
i was just wondering how i could get it to an 18.5 inch barrel so it could be non restricted. any ideas?

The 11.75" CSA VZ's have the same length gas system as the restricted and non-restricted VZ's.
