How to reply to a thread in the Exchange Section

Hey guys I'm a bit of a noob on this site. I've followed the procedures to allow me access to view the threads in the Exchange section, but it won't let me respond to any threads. What am I doing wrong, or what do I have to do??

I'm interested in the 10/22 mags for sale on there but can't respond to the seller??


Can someone tell me what to do?!?!?!
