How would you make a moving target ?

Depends do you want it electrical or gravity run? If using gravity then start it at the top of the berm on a cable using a pin to release it and let it run own to the ground. If you are going to use electricity then two posts with pulleys on top hooked to an electric motor works well. you can also set it up to start with either a garage door eye or a door bell.
 
Using a clothesline set up with ratchet straps to secure & tighten the pulleys; target is suspended from the clothesline - we use it to teach bear aware to staff & contractors, but it gets borrowed for this purpose too. Works well but you need to have a location where you're trees are spaced right & you have a good/safe backstop. You need to be able to get good tension on the lines so it doesn't sag too much with the target on it.

We do it manually though because we're finding that with gravity alone the thing doesn't come down very nicely or fast enough. Doing it manually also allows you to vary the speed a bit - but might not great for competition for the same reason, depending on what you are trying to do.

I've wanted to port this idea into an IDPA stage for a while now.
 
We used a zipline type setup with a battery powered solenoid to release it (IPSC). You could have the shooter trigger it with a foot release, or have an RO do it when the shooter was in position. Worked great.
 
One idea I had was to use a rope to suspend a target, then have a second rope attached to the side, going through a pulley and then connected to a foot pedal. Or just have someone else holding the rope,
 
Teach this guy to walk back and forth.

I used old garage door openers mounted the rails on the ground (need to be cleaned alot ) and I have 4 now that go different directions just need the CFO range approval (witch in a pita and I doubt I will get moving targets approved but you don't know till you build it and show them)
 
Murderers, rapists, and pedophiles are a good start. Not to mention in these economic times it would be a win win for the government, they reduce the costs of the prison system and also reduce the numbers in there. Plus saving the money on most of them being repeat offenders, court costs etc.
