Let me guess, Ellwood Epps in Ontario? I handled Howa's when i worked in Alberta, same one you're talking about in 223 with a Coyote camo if my memory is good, 20 inch heavy barrel and a slick bolt. I can't comment on the scope but I would definitely buy the rifle.
 
Let us know what you think after you soot it, I've got a 20" HB in kryptic and it is the smoothest action I've ever used.
Give the scope a chance, mine came with a nikko and its crystal clear and holds zero.
 
My Nikko Stirling turned out to be a rather decent scope. Good glass, illuminated and holds zero on my NP Benjamin .177 1200fps squirrel gun. Howas don't need any more praise. Handle one and you'll buy it. Quality actions and barrels with excellent triggers.
 
I've owned literally over 400 rifles in the last 25 years. The stack of paper from the CFC made a big bonfire when the registry stopped recording Non-Restricted guns. I have owned a Howa for the longest amount of time of ANY of the rifles I bought. (I bought it about 12 years ago, and it is still awesome). It is a Howa 1500 Lightning (stainless with Hogue stock) in .300winmag. Not a light rifle as it sits, but is a ferocious pussycat with my stiffest handloads.
