No experience with the Howa or BCL unfortunately, but I've had a couple nicer bolt action .223s...
Had a CZ 527 Varmint Kevlar that was OK, mostly a pretty big CZ fan, but the 527 was just OK. Great deal when they could be had for around $1000 with the kevlar stock. Accuracy was great, but I didn't end up liking the mini mauser action as much as I thought I would. Was mostly shooting semi's at the time so I sold it.
Have since purchased a Tikka CTR in .223... Like this one quite a bit more than I ever liked the CZ 527. Great trigger, tikka action is smooth and fast, 10 Round mags are great (but $$$, glad I found a couple used), stock is cheap plastic but actually fits ok with the little bit of a cheek riser and a scope mounted as low as possible. Light enough to carry around but the medium profile barrel still provides great accuracy. Short of going to a custom build this would probably be my choice for .223 if I had to buy one again tomorrow.
