could be barrel harmonics.. the steel in your Remington may be different than the steel in your Howa. You'll find a difference in harmonics between rifles of the same brand rolling off the same machine right after eachother, simply because these are all mass produced rifles. Try a different load or 3.
 
My go to coyote gun is a Weatherby Vanguard I picked up new for $300 when they discounted them out for the Series II.
Trigger is horrible (can be changed), the stock doesn't fit the action very well(can be bedded)but its accurate. I see that a lot of after market parts are available for these guns including 5 and 10 round AI mag conversion kits for SA's, triggers and some decent stocks.
I like the fact the gun is all metal minus the stock unlike the current trend of everything being made of cheap plastic junk.
 
I realize that, but I expected something closer than that. I'll keep trying. It took me a long time & several boxes of bullets to get that load with the Remington, so why would I expect anything different with the Howa?

Why would you be expecting something closer than that? What's your load? What powder? What grain bullets are you pushing? Rifles can have the same twist and shoot the same ammo differently. Temperature can also have a great effect on how a specific load will shoot. For example, I worked up a load with BLC(2) for my Swiss Arms, and it will shoot Sub MOA in the summer (25 deg +), but when winter hits, the groups open up significantly. Same load, same rifle, different temperature. These are all factors you need to consider. Work up a different load for your Howa, and it will shoot well.
