Most military cartridges of that time period were commissioned to some extent by governments, which is still the case today, other than a few successful one offs.

One other thing about the turn of the 20th century was the availability of firearms or firearms parts.

There were many family run shops that purchased parts and complete rifles to customize shortly after they were made available to their militaries.

I can remember when AR15s were first adopted by the US Army as their main battle rifle, within a few months, S.I.R. was offering them in their catalogues and Alan Lever was bringing them into his store's warehouse, under Dunsmuir Street.
