I was on that winter road during last year's hunt. It was a complete slaughter and of the hundreds of caribou remains I saw only four where bulls.
I did not see ENR and their station on the GK spur road did not appear to have been used in days or weeks.
Convoys of pickup trucks with running skidoos on trailers patrol the road and deploy to kill any caribou they spot. There where the remains of hundreds of caribou scattered along the sides of the road both inside and outside of the no hunting area.
I fully expect this herd to be extinct within the next few years.
