Can't transport a loaded firearm on a motorcycle. What would be a good solution, can a shotgun be carried across the back or does it have to be in a backpack? How would you guys go about it?

Well more than one person has set up a scabbard on their bike.

I guess it all depends on how you're hunting. Are you riding along until you see something, then grabbing your gun and shooting at it, or are you just taking the bike out to your hunting location?

Where do you plan on driving? Pavement in a somewhat populated area? There's nothing illegal about carrying a shotgun across your back, but common sense would dictate to conceal it in a pack if you're driving through an area where it'll raise hell. Only you'd know if you live in such an area.
I ride with guns on bikes and snowmobiles in the open, but I live in a very rural area where it's a common sight.

I agree, only you can dictate if the rifle should be in the open or out of sight. Here, I hunt using my bikes all the time( quads and snowmobiles too) open slung across my back. For the longer trips for small game the 1022 takedown is really handy( nobody even looks twice at the gas stations) and I've found people are more "comfortable " with a lever action then most other rifles. The other issue I've had is how long it takes to get ready for a shot. Everything from the kickstand sinking in the dirt to getting the open faced helmet off so you can see your sights or scope seems to be a fight when time is short.
I you decide to bring a rifle with you on a bike and do get pulled over, keep it as friendly as possible. Attitude makes a huge difference.

What happens to that scabbard when the forks compress?

Put a sling on your case. You will not be hunting while driving any motorised vehicle anyway, but you have to comply wuth Ontario's hunting regs and the FA.

I've done it a few times on my enduro but I usually felt lucky to have something hold still long enough to get the helmet off, gun off the back, loaded, and a shot lined up. It's legal but not very common for some obvious reasons. You can't really transport much home. I might feel stupid riding through town with a rifle on my back but I might try fitting a scabbard for hunting season next year. It's way better than beating the hell out of the truck on some of the roads out here. Like all of the other non-restricted rules, just no loaded transport. Being on a licensed bike is no different from a truck but certainly raises more eyebrows if the firearm is in the open.
