Move out west. A lot less of this BS goes on. I challenged both restricted and non at the same time and have had no issue since. Quebec sure seems to be full of ball busting bureaucraps. An adult in Sask. just has to show their health card for a hunting liscence with no questions or hassles. Minors have to go through the courses.
What's the "H1 H2 deal"? I'm in Alberta, hunt & never heard of it.

Correct me if I'm wrong(and I'm sure somebody will,lol)but under the Federal laws,can't a person without a PAL use a firearm under the supervision of the reg'd owner.For example,can't I take my buddy who has no PAL duck hunting or shooting targets and lend him a gun as long as I'm right there?

Registartion is a part of the issue.
It really doesn't matter who has the gun registered to his name.
Provided its not stolen, any person who has permission from the registered gun owner and has their PAL can use the firearm and take out a person who does not have a PAL provided that the person with the PAL is no more that an arms length away while the person without the PAL in posession of the gun.
Again I'm glad not to live in OntarioIn Ontario there are two classes of hunting licenses now.
H1 - can hunt using all legal means
H2 - can hunt using all legal means except guns, primarily for those wishing to bow hunt only
