Hey Paul,Yeah the system here definately sucks for the majority of people.
I did draw and shoot a 14 point bull with a compound bow 4 years ago 15 minutes into the season and last year i had almost excactly the same thing happen only with a rifle.(14 point bull,30 minutes)
I was lucky enough to be asked to get the second licence from a guy this year and i saw 2 cows the first day,4 bulls the next day and on Saturday morning by 9 o'clock i had seen 2 cows and five bulls(all together,i am assuming one of the cows was in heat the way the bulls were dogging it,Looked like a moose parade) and i shot one of them.
It was a nice 22 point bull that i shot with a 45-70 i got from dukeoflawnchair on here.He was nice enough to get it shipped out to me really fast and i got it 3 days before the season.
Pretty cool to shoot a moose with it.
So i guess all in all i can't really complain about my own luck ,because personelly i have been pretty lucky when it comes to moose.
It doesen't take long talking to people who have been putting in for 20+years and have never drawn to realize that there is something very wrong with the system and it doesen't work very fairly for everyone at all.
