All I read on this site is how hard it is for residents to get a moose tag in New Brunswick, and you're saying a non-resident can draw one first time? Even if the OP draws one, only one other member of his group can hunt, the rest stay home. You can apply for a non resident moose tag and are allowed 2 hunters per liscence here in N-B, so if you have a group of lets say 6 guys you each apply for a tag chances are one of you might get one .
Both times I hunted in NFLD, the ferry docks were full of NB license plates. They were all going to NFLD to hunt, because they couldn't get tags at home.
Doesn't make sense to even bother, when groups are guaranteed tags in most areas in Ontario, and nobody has to stay home.
