Does the 3 round rule apply and am I going to have to rivet the magazine for hunting season?

Check your hunting regs for what you are hunting. If you can only use 3 in a traditional pump(tubular magazine) then it will be 3 in the box mag as well, I doubt capacity is based on magazine type.

you could always use a dowel or empty shells

Plus 1 on the dowel does not need to be permanent. Install something under the follower. Probably 2 in the mag and 1 in the chamber.

Three rounds only for any type of hunting with a shotgun in Ontario. Filling the mag with empty shells wouldn't be legal.
