I do believe the plastic tip bullet was originally developed by C-I-L.

They started loading their Sabre-Tip bulets more than fifty years ago. Long before anyone else.

The bullets expanded violently at high speed, kind of like Bergers today. ;)

Just polished off two boxes of Dominion 32 S&W Long, one box manufactured in 1954 and the other manufactured in the 1930's! Both shot VERY well, accurate and no duds. The 1954 stuff was meant for police service and quite stout. The lead looked normal on the 1954 stuff, a bit white on the surface of the 1930's stuff.
 
The original question was regarding bullets for reloading, not old loaded ammunition. The KKSP was ( and still is) a very reliable bullet at the velocities each was originally loaded at. Their performance was on par with Remington Core- Lokt bullets of the era, easy opening with very reliable expansion and deep bone breaking penetration. These 215 grain .303 bullets are highly valued today to feed some of the early rifles which were designed fot this bullet weight.
Old loaded ammunition is a different story. It can be fine after 50-60-70 years or it can be unreliable or even hazardous. Bang, click, click, pop, click, bang. I have seen quite a lot of old ammo , including some .350 Rem Mag from the 70's, pre war Winchester 30-06 and pre WW1 .280 Ross with split or cracked necks.
 
Well the Ruger no 1 I bought to go along with these bullets arrived today, they should be here soon and I will see how they do.

I’ve been hoarding and hunting with C.I.L. bullets for years out of various .303’s
I Hunt with the KKSP’s and the Sabre Tips.
the 215’s shoot flat and hit hard .
I use data for the new manuals but don’t push the velocity with my older rifles .
my custom built single shot has a McGowan barrel and I can run them a bit warmer in that one .
The animals I have killed with the Barnes TSX and the newer Speer and Seirra bullets didn’t die any faster than the many I have shot withbyhevold C.I.L. Bullets

Yeah they were sued by C.I.L. And settled , I didn’t ask how much or any of the other details however .
this information came from a conversation with the Shooting Sports Development Manager fir CIL at the time .:)
