Hunting without licenses - what are the penalties?

No one starves to death in this country if they have enough ambition to go ask for welfare. And that's not a lot of ambition IMO.
The welfare people would likely get you a migratory bird lic and hook you up with someone who has a gun to lend and ammo to use if you told them you wanted to try living off the land instead of taking taxpayers dollars.

Since when is hunting and fishing cost effective??? Hunt and fish for food, eh? You will go dead, flat broke before you fill your belly.

Not a fan of the question... just get your friggin' PAL, a waterfowl licence and a box of steel shotshells... if you "choose" not to, and you pursue the activity, then you are a criminal... period.

I wish I could fish and hunt and shoot for free, without licensing and with draws for tags... but that is not reasonable in this day and age, and would not be prudent for game management... so I got my PAL, buy my licenses, apply for the tags and shoot legal loads... and I don't complain about it... when and if I am not prepared to pay the price... I will hangup my camo, sell my guns and stay home and watch reruns of Jeopardy... fat chance.
