It is definitely doable, however the Mauser action is not the first choice as a target action. 98 actions in general have a slower lock time (Time from when the sear is released to the time the firing pin hits the primer). Frankly, that is picking fly crap out of pepper for most people's purposes so I'd say go ahead and do it. Putting a proper match quality barrel on your gun will make it a whole different animal indeed!! Are you thinking of staying in 270 or getting a more popular precision caliber?
 
I have seen a few accurate M98 .308 Win. rifles and won a Royal NB precision match out to 900M with one built by Sam Adams, Hilden, NS, 1-902-897-4327. There are advanced triggers, bases and speed locks avaliable.

I once built a full fledged target rifle on a 98 action. That was action, barrel, stock, trigger and sights.

When it was all said and done, it cost about $1500. (This was 20 years ago.) For about $300 more I could have done the same thing using a real target rifle action, like a Grunig or Musgrave, and had a much better rifle.

The Husky 270 is a great hunting rifle. I suggest you keep it as is, and start your project by buying a used target rifle. A solid bottomed single shot action with fast locktime, match trigger and a heavy stock would be a more stisfying rifle to work with.
 
Ganderite is correct if you are seeking top performace. This has been determined by US BR shooters decades ago.
Roberton Composites is the man if you go single shot or v. high performance repeater. However, many enjoy Mauser for their craftsmanship and appreciate the control feed. I have a '98 and C3 stock for a project to clone of our DND sniper rifle, as are others.

I expect .5 MOA with M851 match reamer, match SS barrel, trued and assembled by Sam Adams.
