I have an M-38 with what I am told is a "Sniper" scope mount. The base is attached to the side of the receiver and the fitment that slides on to that part holds the scope. There are "adjusting screws" on this base but I haven't yet figured out how it all works. Anyone have a similar scope mount? I though to having a conventional scope mount installed but that would involve making holes in the top of the receiver which is a last resort.
Any ideas are appreciated.

I'm no expert on Swedish snipers, but I can assure you they will want to see pictures. If you have an authentic m41 sniper you don't want to touch it. It could be a Jackenroll mount with a front tensioner screw....or more likely you have one of the generic side mounts.

Here's some pics of Odinson's M38.

Yeah, regular old side mount, nothing Sniper about that one lol. They work fine but sit a little high, got one on a HVA 98.

Try it out see if it's zeroed. Mine was lined up when I got it so I never had to mess with the mount screws.
The 2 screws with pins are to remove the top part of the base. All the adjustment for the mount are on the rear under the ring.
From what I remember there are lock screws for both windage and elevation that need to be loosened first, then the adjustments can be made, when satisfied tighten the lock screws back up.
