Hello there everybody I am thinking about over winter starting to set up a precision rimfire rifle. I am hoping to keep the rifle under $1500 before the optic. What would you recommend? Or what do you use for yours? I appreciate any and all advice.

Get yourself a CZ457 MTR with 20" barrel in XRS chassis. the build would cost very close to your budget.
the 457 platform is exceptionally reliable, very accurate and consistent shooter, and has one of the widest selection of aftermarket parts and accessories. Top this off with a couple of NDR 15-round mags and you are all set
Later on, you can sell the XRS chassis and get yourself ACC chassis or something else modular that would be easier to balance than the XRS

If you look around you may find yourself a used Anschutz single shot 54 or 64 action rifle but if you are looking for a repeater they are a lot more expensive. Do your homework and find something with a match chamber and 2 stage trigger. I bought all used a 452 varmint and a Boyds tacticool stock, rifle basix trigger and a few mags for $1000.00 before optics. I can get .600 ctc accuracy and less at 50 yrds with CCI standard but need to work at it and have done much better with other ammo. Have yet to break the 0.5” challenge but close. I use a rock rest and bags. I dont seem to get individual flyers so may look into a better rear bag. By the way mine does not have a match chamber, I should have done my homework and looked into the MTR. The Anschutz 1761 MSR is what I thought about but was more than I wanted to spend and it would probably shoot the same with ammo I use. A rimfire is as good as the ammo you buy and CCI standard is about as much as I want to splurge on. I thought about upgrading but figure if I got a rifle that does consistent .400 groups and less then I would get bored of that and want better so I am happy with my budget kit. I also just shoot on my own so its just me competing against myself. Scope is a used Hawke 24x. The Annie 1416 bench rest looks like a nice option too since you are starting out. In the end I am really amazed at how much wiggle and movement there is with a heavy rifle on bags. I am thinking my real lack of precision could be me. I have been using this setup for a couple years and am now even starting to notice my heart beating..lol.

For that budget, buying new, CZ 457 MTR, or a Bergara B14R.
I dont have the MTR version, I have a Varmint. I dont use it anymore, I use my B14R. They do have mostly the same upgrades available, but withbthe B14R, it mimics my center fires a lot better. I have both of mine set up very close to other center fires that I have.
Benefits and drawbacks to both, I just wanted a true feel so the transition is easier between rimfire and center fire.

Tikka T1x and an Arken EPL-4. You will shoot a long time with this rig and be competitive before you need anything else. Save the $ for ammo and practice. Rimfire precision is like voodoo and so much of it is tuning ammo to the rifle and weather conditions of the match.

I got myself a Ruger American LR Long Range. Put a Vortex Diamondback 4X16X40 scope and a bipod on it.
All that would probably come in right around your $1500 budget.
Once paired with the right ammunition it puts 10 rounds into a 2 inch square at 100 yards.
I am sure with a better scope you could go a lot longer than that.
The rifle shoots far better than I can and the set up appeals to my cheap Scottish heritage!!

Like an other has said stay away from cz as there involved in our fun confiscation so dont do bussiness with the devil go to irun guns and order yourself a steel barreled bmr x there like 708.00 so about a toich more than a grand landed in canada my buddy bought one and there a tac driver
Just to clarify, are you intending to shoot PRS/NRL22 or benchrest. Precision rimfire can mean multiple things and the recommendations would be different.
While I won't be buying a new 457, maybe consider a used rifle; I got an older CZ455 for a reasonable price, found a brand new take-off varmint barrel; put it in an Oryx, put a very nice, but reasonably priced new RITON scope; tactical bolt handle, 40 MOA rail, some other goodies, and I have a great rifle

I a tally just picked up theB14R heavy barrel today and got everything swapped over. I'm working 12's right now, for a couple of weeks, so I won't be able to test it for a bit, but I'm hopeful for it. A longer, and heavier barrel, it balances better with my current set up, but I still need a bit more weight up front to balance where I want it. My current set up now weighs in at 17.0lbs, and I could use another 1 or 1.5lbs up front.
