I have $1000 build me a rifle!

I hear this scope sentiment regurgitated all the time and personally feel that it is a load of bunk...

I'd have to agree...there are a lot of great hunting scopes out there these days for much less than the cost of a decent rifle. It's a great time to be buying a scope actually. At one time this likely was true but optic quality has risen dramatically and price has fallen. The same can't be said of rifles. I'd look at a Winchester Model 70 is it were me....new or used. A Tikka is another solid option.
 
Just on the scope question, I have become a huge fan of Leupold products, especially the mid-priced VX-2, VXR, and VX-3 lines. For short to medium range action, the glass quality is excellent and the warranty is second to none.

I also firmly believe in vintage scopes of known quality.
 
This thread started with the word "build" and then limited to $1000.
There are deals out there and the EE would be a good place to start . . . However at $1000 you might be limiting yourself.
Will a $500 rifle shoot better with a $500 scope? There are three price stages when scoping a rifle . . . half the value of the rifle, same value as the rifle and double the value of the rifle. These are all comfort levels. The rifle I paid $700 for in 1994 now wears a $1200 scope, and the $1200 rifle bought in 2009 wears a $600 scope
Some of the combos offer an opportunity to "start" but then the upgrades commence. That scope is generally the weakest link. Fine if you find some factory ammo the rifle likes and the scope requires little or no adjustment. That will change dramatically if using a variety of ammunition or start hand loading.
Find the rifle that best suits your build, feel and hunting requirements. Save enough to buy your scope later but look through a lot of scopes that are already mounted keeping in mind that scope is probably adjusted to suit the shooter/owner.

Since you are asking in some very general terms it appears you have a lot of research to do.
