Where your back up site is placed is secondary to your primary in most cases.

The Diemaco BUIS in those pictures is being stored there simply due to the lack of space behind the Elcan as well as the inability for the cheap plastic BUIS to fold. In the page 5 picture the operator is using a primary optic that will allow him to mount his BUIS to co-witness his Aimpoint, thus his BUIS is mounted correctly.

I would say that in very few cases the placement of the BUIS is secondary to the primary but in most rifles I see, the user has found a way to mount both correctly. If you can't mount it on the rifle correctly, then it simply does not go on. Example: C7

Very rarely will you see a soldier with an issue BUIS mounted in front of his C79 (except in a catalog ;)). If it is issued, most will put it in their kit.
 
I love to shoot mine. The accuracy is phenomenal. Luckily I can buy ammo by the case locally at a reasonable price.
