Potashminer, I am not an expert on US gun legislation. And I never looked into state laws. Neither did I look into municipality bylaws.
If there are state laws applicable to buying and possessing reloading components, then they would apply to local residents and foreign aliens or visitors/tourists equally, and I would expect that the vendor needs to enforce them. Meaning the vendor would not sell these items to me ….
(Keep in mind that all export related regulations are federally controlled.)
So we are talking here only about acquisition and possession ….
If I am buying reloading components somewhere in the US in person, I would just ask the vendor ….
"As a visitor/tourist are there any laws that I need to be aware of? Am I allowed to buy these items and possess them?"
And I would try to get proof of the answer that I am getting …either in writing (email) beforehand ….. or a recording when I am buying.
(And I would have my receipt/invoice that proves that I purchased from that vendor.)
If you can prove that you did your due diligence …. and that you acted in good faith .... then all is good. Then nobody can accuse you of smuggling reloading components ...
Who can know all state and municipality laws in the US? Nobody …. Nobody does know them all!!!!
