I just Inherited a Mossberg 46B(a) -- No Serial Number

I found that many of the older Mossys and the like, fire the standard velocity ammo much better than the "target" stuff. I beleive that they were built to shoot the ammo of the time. I also have several Mossberg and Marlins and use only Winchester 333s in them. Very , very pleased with the results. I use them most in the fields, not pushing paper. The 100 yard target you shot seems to be too far away for the standard rear and front sights. Try shooting at target paper that is about 25 yards away until you see where the bore is shooting, then lengthen the distance to verify the grouping. With my Mossy 144 lsb and Marlin 81 ( 1940), I shoot gophers out to 200 yards, so the ammo will reach well beyond the 100 yards .
 
X2 as to what Toymaker said. Start at 25 yds to see what your sights are doing, then gradually move back. Try using ammo that would have been close to, or the same velocity as what was produced back in the day when the rifle was new.
If you can, shoot from a rest of some sort, sand bag in a prone position or bench rest, that way it will eliminate anything you may be doing as the cause.
It might just be that you haven't found the ammo that the rifle shoots best yet.
