Not sure if all canadian tires are privately owned , but some are. We used to have one with a great gun dept, but a customer suicide ended it.

The one here in Gravenhurst is privately owned and as of about 2 years ago now they have carried firearms and reloading supplies. Not a huge selection but it's a nice start. They even had a draw to win a rifle which I was surprised to see!

Canadian Tire in Belleville has a large selection of new guns. Sometimes some surplus rifles. I've seen SKS's. SVT 40's and Moisant Nagants. Good variety of ammo and some reloading components.
