I have shot one as a tourist decades ago, worked fine and IIRC felt nothing like the SKS.

It depends what he's referring to. He might mean that the first RCMP sample was kosher, but when Norinco shipped the first big batch to CANAM, they were different from the one the RCMP approved and could be made full auto by swapping a couple parts (allegedly). As a result, the order was impounded and many people did not get their rifle on the planned timeline.
Not pointing fingers at anyone except maybe the Chinese, but it was a debacle.
Also, the versions that came in, in the end, are not the same as the military ones with cheapened lowers and sights that are not the equivalent of the better-made chinese military variants. Lots of people also got guns with bore imperfections from the barrel gas hole being drilled too deep. Many people like their T97's, but they are not the equal of military production. Not sure if that qualifies as a debacle, it's debatable IMHO.
Hopefully the new 81's are faitful semi-auto copies of the military variant with no cut corners and no surprise change orders from the factory that render it inelligible for mass import.
yes, as a Chinese, i can tell you this showed in Chinese military report. type 81 was more accurate than sks. Not much, kind of middle between the SKS and Type 97. Chinese engineer put a lot efford on accuracy when shoot automatically.
81 is more reliable than SKS and AKM. rear sight is better. 81 can be regarded as a more reliable and accurate SKS with looking of AK47.

I got a response back from tactical imports answering my random questions. They explained that the order didn’t come late last year due to a delay at the manufacturer because their relatively smaller order was pushed back for more urgent and larger military orders.
They also compared the 81 to a vz58 and noted that the Type 81 was designed 23 years after the VZ 58, so in this person's opinion, makes the 81 the better shooter. They also commented that the 81 is quite controllable to shoot vs the VZ 58. Saying that the VZ 58 takes a half second to re-acquire sights after a shot, whereas the 81 is right on target after each shot. And for the stock, as far as they know, it will be blued with the finish of the wood more comparable to that of the AK47.
I found this interesting and encouraging. I think the 81 will be a good buy. But no one knows when they'll get here
