I need to "neutralize" my 20-minute scope base

I have a 20-minute slope one piece scope base on a particular rifle. The Bushnell is cranked all the way. But on my local 200yd range, I can't get enough change on the turret to get on paper. Very embarassing.

How much shim thickness should I put in to neutralize that expensive angle so I can do proper load development and practice?
 
Its hard to imagine any LR scope that won’t zero on a 20MOA base, with erector to spare. What rings are you using? What Bushnell?
 
I know I experienced this with my x1000 on my .338, not running out of spin but somewhere close too. I remember shooting into the ground 100m at the 200m range.. first time with a "moa base"

Turns out it was "zerod for 25m" or something from the previous owner, had nothing to do with the base. The base would make you shoot high. But I could still tell the base affects the limited adjustment on the x1000

Read the manual for your scope before you spend any money.
I have a Burris Veracity series and because of the zero stop system I need to remove the turret then use a blade screwdriver to adjust POI downward.

Hopefully it's something as simple as that.
If not I suggest removing the scope, rings, and scope base, clean any bedding or crap from everything then reassemble, it's pretty uncommon for a scope to run out of travel on a 20moa base.
If your scope is truly out of travel it sounds like you'd be much better off replacing your scope because it's probably a POS not up to the demands of long range shooting anyway.
