My 0.02, from someone who has tried to get into action shooting for over a year, and is still struggling with finding the necessary instruction and time.
How much handgun shooting have you done? Can you consistently hit a regular sized piece of paper at 10 yards? If no, then practice that a bit more.
Practice shooting not only slowly with both hands, but in pairs of shots, and also single hand, both strong and weak.
When you've done a bit of this, you need to find a course where rules and safety are taught, and the get some supervised practice with all the skill and safety issue that separate action shooting from target shooting.
Finding a course may be your biggest challenge. They will usually tie up an entire weekend or two separate whole day sessions.
It's not really that hard to pass the black badge test if you do a bit of practising on your own time and some dry firing.
Then you have to find a club that actually has IPSC activity on a regular basis so you can actually practice and do matches etc. If you have easy access to this, then all of the steps above can be done relatively quickly.
